They ask it because they've either never bought animation before and don't know what a good process looks like, or they've bought it once, from somewhere cheaper or more experimental, and it cost them more than the invoice — in stalled sign-off, an internal stakeholder who lost confidence, a deadline that moved because nobody was managing it.

That's a completely reasonable thing to be worried about, and it's not solved by reassurance. It's solved by a process specific enough that you can see exactly where you are in it at any point, and exactly whose job it is to keep it moving.
